    • 1. Clean boot your computer

    First, we are going to perform a clean boot of the system because some drivers or apps might interfere with your system and prevent it from shutting down. So, we are going to disable your apps and see if there is one of them that is causing the issue.

    Here’s how to clean boot your Windows 8.1 computer:

  • Press and hold the “Windows” button and the “R” button.
  • Type “msconfig” in the “Run” dialog box and click “OK”.
  • Click (left click) on the “Services” tab and check the box next to the message “Hide all Microsoft services”.
  • Click (left click) on “Disable all”
  • Go on the “General” tab now and click (left click) on “Selective startup”.
  • Uncheck the “Load startup items”.
  • Click (left click) on “OK” and reboot the PC

  • Go to Start > type msconfig > hit Enter
  • Go to System Configuration > click on the Services tab >  check the Hide all Microsoft services check box > click Disable all.hide all microsoft services

    2. Enter Safe Boot

    The second step, if the first one failed, is to try to start your computer in Safe Boot. When we do a safe boot, only the necessary and standard drivers will open.

  • Press and hold the “Windows” button and the “R” button.
  • Type “msconfig” in the “Run” dialog box and click “OK”.
  • Click (left click) on the “Boot” tab and check the box next to “Safe boot” and under “Safe boot” click (left click) on “Minimal”.
  • Reboot the Windows 8 PC.
  • And check again if you can shut down the PC.

    3. Turn off Fast Startup

  • Go to Start > type ‘control panel’ > double-click on the first result to launch Control Panel
